Claire Seaborn is the Chief of Staff to the Minister of Natural Resources, and the former Director of Policy and Legal Affairs to the Minister of Infrastructure and Communities, at the Government of Canada. She is a lawyer and public policy professional with a decade of experience advising public officials and private businesses.
Over the past three years, Claire’s work has centered on advancing infrastructure policy, whether that’s by helping to implement the $180 billion Investing in Canada Plan, to make progress on Canada’s Climate Plan to reach our 2030 emission reduction targets and improve climate resiliency, or to provide a clear mandate to the $35 billion Canada Infrastructure Bank. Her policy and legal work has touched all types of infrastructure, including public transit, clean energy, broadband networks, water and waste, community centres, railways and bridges.
Before joining the Government of Canada, Claire practiced law at McCarthy Tetrault LLP in Toronto, where her practice focused on commercial litigation, cross-border disputes and regulatory matters. Claire’s volunteer work includes mentoring students through the non-profit Level Justice, delivering guest lectures at universities across Canada, and raising funds for capital projects with the Michael Garron Hospital Foundation in Toronto and the Goodenough College Postgraduate Residences in London, UK.
